Merchandise Processing Fee Increases, Retroactively Effective October 1st
October 2011 - The Colombia, Korea, and Panama free trade legislation signed into law by President Obama on October 21, 2011 includes an increase in the merchandise processing fee (MPF) on all formal entries from .21% to .3464%. This increase will affect import transactions from October 1, 2011 through June 30, 2021, for which CBP intends to retroactively bill importers for any amounts exceeding $20.00. CBP is in the process of modifying its automation software to accept the new rate. As of this writing CBP has not issued an effective date when systems changes will be implemented; however its plan is to provide the trade community approximately one week notice when the new rate will be accepted for entry submission. The minimum fee of $25.00 and the maximum fee of $485.00 currently imposed will remain the same.
