European Union Advanced Manifest Requirement
On January 1, 2011, all goods entering any of the 27 member states comprising the European Union will be required to transmit advanced information about the contents and origin of the shipment. Please note that the ruling will also encompass FROB (Freight Remaining on Board) as well as trans-shipments.
The import aspects of the EU Security Requirements are collectively known as the ICS (Import Control System). ICS is, in turn, part of the EU’s overall AIS or Automated Import System. The EU will require information about the goods scheduled to enter an EU port prior to arrival. Similar to the AMS 24-hour regulations in United States, the data elements must be transmitted no later than 24-hours prior to vessel departure from the point of origin. The data must be sent to the EU country where the first port of entry occurs. Much of the required data is already provided by shippers or forwarders to carriers.
The data required for ICS EU Security Filings will be sent to participating carriers to complete the filing. Carriers also have the option to nominate designated agents to file directly on their behalf.
Data Elements Include:
- Seller/Consignor (EORI #)
- Buyer/Consignee (EORI #)
- House BL Number
- Master BL Number
- Carrier
- Person Entering the Filing
- Notify Party
- Country of Origin
- At a minimum, the first 4 digits of the HTSUS Number (Commodity Harmonized Tariff Schedule of the EU)
- Place of Loading Location
- First Port of Entry in EU
- Packaging Type Code
- Description of Goods (not required if a 4 or 6 digit HTS is provided)
- Number of Packages
- Shipment Marks and Numbers
- Container Number
- Container Seal Number
- Gross Weight in Kilos
- UN Dangerous Goods Code
- Transportation Method of Payment Code
- Date of Arrival First Port EU
- Declaration Date
