10+2 Advanced Security Filing Program

The Security and Accountability for Every Port Act (SAFE Port) was signed into Law as of October 2006.  The Act sets forth requirements to enhance the capability of U.S. Customs and Border Protection's (CBP's) Automated Targeting System (ATS).

In addition to the current data elements supplied under the 24-Hour Rule, the SAFE Port Act requires importers and ocean carriers to supply additional data elements at least 24 hours prior to vessel loading at origin.  The requirement has come to be known as the 10+2 Advanced Security Filing program.

10+2 will require the importer to submit an “Advance Ocean Security Filing” at least 24 hours prior to vessel load with Customs and Border Protection (CBP).

Importers will be required to file the following additional 10 data elements with CBP:

  1. Manufacturer Name & Address

  2. Container Stuffing Location

  3. Seller Name & Address

  4. Consolidator Name & Address

  5. Buyer Name & Address

  6. Ship to Name & Address

  7. Importer of Record

  8. Consignee Number

  9. Country of Origin

  10. Commodity Harmonized Tariff Schedule Number (6 or 10 digit)

Once the cargo has been authorized to load to the vessel, the ocean carrier will be responsible for submitting the following data elements:

  1. Stow Plan

  2. Container Status Messages
