HTSUS Amendments to Become Effective on February 3, 2007
The World Customs Organization’s most recent periodic amendment of the Harmonized System at the six-digit level will go into effect on February 3, 2007. The recommended changes are substantial, and will involve some 83 chapters and hundreds of tariff assignments. CBP will allow the trade community an additional 17-day grace period for internal implementation which will end at close of business on Tuesday, February 20, 2007. This grace period will facilitate the transition to the new HTS by allowing sufficient time to address CBP actions such as the rejection of misclassified entries and will help prevent the assessment of penalties for presumed negligent errors. It is suggested that all entry filers and importers review and cross reference products by utilizing the on-line draft HTSUSA document issued by USITC http://hotdocs. usitc. gov/docs/tata/hts/Pub3851. pdf.
