Department of Homeland Security Seeks Two-Year Extension of 100% Scanning Deadline
Department of Homeland Security Secretary Janet Napolitano has told a Senate committee that the agency will retreat on its original deadline of July 2012 for 100% scanning of all inbound ocean containers to U.S. ports. Citing a variety of challenges, Ms. Napolitano said that meeting the 2012 calendar year deadline will no longer be possible. Existing hurdles include such difficulties as the flow of cargo through certain foreign ports, the cost of more effective technology designed to detect suspicious inconsistencies inside cargo containers, and the willingness of foreign governments or industries to assist in bearing the costs of more sophisticated technology for this purpose.
As a result of these challenges, DHS will seek a two-year extension of the 100% scanning deadline for all foreign ports. In the interim, it is hoped that other existing security initiatives, such as the Importer Security Filing 10+2 program, will allow U.S. Customs & Border Protection the opportunity to improve the identification of high risk US-bound ocean containers in advance of physical inspection.
